I've stayed at campgrounds in the grampians without rubbish facilities, and have always taken all my rubbish out. While at Pines, I use the bins provided. The reason for this would be native animals getting into your rubbish overnight or while your away. Maybe it's not such a big issue for weekend trips, but for the long term residents that do, say a weekly trip, thats a lot of rubbish to pick up around your campsite...
