Interesting topic. As previously stated, there is no specific reference to rock climbing in legislation that I am aware of. There is many acts and regulations that cover activities that could include rock climbing, camping, 4wding etc. Here's a couple to get you started:
National Parks Regulations 2013
r53 covers damage, deface, remove or interfer with rock
r65 - set asided areas where sport or recreation can be banned.
Also covers, camping, campfires, walking tracks etc,
Environmental Protection Act 1970
Not specific to rock climbing by could be applied in certain circumstances. s45 - Litter, which includes just about anything, including fabric (slings & tat), metal etc
Land Conservation (Vehicle Control) regulations 2013
Not specific to rock climbing but could be used where vehicles are taken off road to get to climbing areas.
Aboriginal Heritage Act 2006
s28 Doing an act that is likely to harm Aboriginal Cultural Heritage.
Wildlife Act 1976
This would cover disturbing wildlife eg Peregrine Falcons
Flora and Fauna Guarantee Act 1988
This protects threatened species eg Rock Wallabies (see list in schedule 1 or 2?)
For State forest, the Forests Act 1958 covers off on damage to trees, whilst forest regulations cover camping, campfires, organised activites etc. Have a look at the Forests (recreation) regulations.
The Lands Act 1958 generally covers crown land. s199 includes 'cut, dig, remove stone, earth etc.
