Remember how all those people died because of lack of maintainence on and around power lines? And how 30 houses in Horsham were burnt. Well, Powercor had to pay millions, now, they're making sure they don't have to pay millions again. Maintainence. I like your $250pa vs user pays argument. I also agree with user pays. Starting with public transport. Your ticket covers 20% of cost. I prefer comunisim. Free utilities and transport.
