my opinion: if the route is in the grampians, finish the job and bolt the whole route. We have enough lines already hijacked with bolts far enough apart to result in a ground fall, and separate to that, mixed routes are just plain annoying. Araps is a different story. It is the place to go to indulge in trad awesomeness on solid rock. Perhaps it comes down to personal choice or conscience. Perhaps you feel fine with putting your name to something that would be exciting if the climber fell, but you'd not feel ok if a placement was a do or deck situation.
