Surely all the local operators are aware of the demand and know the costs of developing to meet that demand , if the figures dont stack up then they dont invest , If there is such a chronic shortage (as in your eyes) then I sure local people would be happy to manage such accomodation if it were to be built for them by others . Grand resort type plans normally are looking for state or local government hand outs to build what there is no current demand for by normal investment guidelines . Was there a demand for a Natimuk Cafe ? ? How long was the process in getting one ? Has it sold or been flooded by offers to purchase or operate . The amounts of money cafe involved in a cafe is surely very small in comparison to new accomodation offerings
