Efficiency is not a useful measure for a wind turbine, nor any generating technology for that matter.
Presumably they're talking about capacity factor, which again I don't believe is very useful for wind. The actual efficiency or CF of any instalation is neither here nor there and a problem for the investors to deal with.
Subsidized wind is not unsustainable, but expensive. It's important to recognise the difference. Burning dirt and rejecting CO2 to the atmosphere is not sustainable, in the truest sense of the word.
