I'm getting back into climbing after 15 years off and I'll be building a rack back up from scratch. First purchase will be a bunch of quickdraws.
The only current guide to sports climbing in VIC I can find is for the Grampians on this site. It doesn't sound like I'll get to climb much with just a bunch of quickdraws.
Are carrots still common? Will I need bolt plates?

Yes, but depends where you go (and how hard you climb ;-))
Lots of carrots at granite areas such as Buffalo and the You Yangs (for example).
Not many carrots (but I think still some) at Camel's Hump.
Still the occasional one or two at Arapiles and many of the 'trad' areas in the Grampians.
There are sporadic replacements but they not quite dying out yet, unfortunately.

Go to Arapiles, it's been turned into a convenience sport climbing crag in your absence

thecrag.com and a printer will get you on hundred of routes.

If you can afford 10-12 draws 2-3 bolt plates won't add a great deal of cost; they are helpful for crags around Melbourne. Newer sport crags in the Grampians are fine without.
