I am looking for some countersunk bolts, have tried a few suppliers but no one has what I'm looking for. I need the thread to either start about 1cm from the head or all the way.
As they are for indoor I'm not really fussed what they are made from as they will not be getting wet.

Try somewhere like Metro Bolts (Swan St in Richmond) or Keables (http://www.keable.com.au/contacts.htm) in the city. They should have what you're looking for. Beware that Keables have a minimum amount they will sell to over the counter (I think it's around $10).

You will probably have trouble getting bolts with a thread which goes close to the full length of the shaft, the standard thread length on most metric bolts is only the first 30mm of the bolt. I found that I needed to get a variety of different length bolts to overcome this when bolting holds on my wall.

Actually I think it's the other way around, metric bolts usually have a longer thread than that English standard, and Keables sell fully threaded metric bolts.

Have you got M10 or 3/8 t-nuts? The countersunk set screws I have bought in 3/8 have the thread all the way to the underside of the head.
