Unless you are travelling with a group and book a Gite, the best option is to stay at the pay campground near Milley La Foret (the free sites in the forest such as the one near Bas Cuvier are now closed).
It is walking distance to Milley La Foret which has a supermarket and laundromat, and it also walking distance to Trois Pignons. This area includes Cul de Chien and Roche au Sabots.
The free sites were still open when I was there, which meant I was the only climber staying at the pay campsite at the time. So to get to area's further afield I hired a 10 speed bicycle in Milley La Foret. Elephant ~45 minutes one way and Bas Cuvier ~30 minutes. Now though you should be able to get lifts as I hear the campsite is busier.
To get to the campground from the Train station in Fontainebleau, you will need to hitch or take a taxi.
Enjoy!

Yup, never had much luck hitching around Font, got a lift from one bloke as I was about to hire a bike and was offered a lift back to Paris from a guy I was bouldering with one day but overall, a lot of walking. But that was over 10 years ago, it may be different now.
Martins advice sounds good to me.

My tip is that if you want a taxi at the station, you should book it in advance. We found that there were taxi ranks at stations, but they only ever had taxis that were booked by incoming passengers. Finding one without calling was a trial. On the upside, it's a pretty quick ride from the station to Bas Curvier (and probably other places... I didn't have much time there).

If you can afford it , hire a car.
It will make you're trip all the more enjoyable.
Then you can explore some of the out of the way areas.

There is a free campsite near the hipodrome (racetrack) simular to the one that used to be at Bas Cuvier, but it doesn't have taps.
We spent a week there in May, there was only one other group staying there. It is a really nice spot, quiet and no traffic driving past all day.
