Ravine, Olive Crags - Locked Gate

What I dont understand is how putting the gates in helps. If you wanted to climb at the ravine before you will still climb at the ravine. All the gates will do is prevent the road from getting into worse condition, which is hardly an environmental issue. I just dont see how wacking a couple of gates in solves any issues, whatever they were.
