Hyong_x, rather than listen to subjective opinions, I suggest you take a look at what the weather was actually like in July 2008, and make up your own mind whether you are happy camping in similar conditions:

Arapiles is the best crag in Australia and climbing on fine winter days is absolutely glorious. So if you're ok with cold camping and are properly prepared, then go for it. It won't be busy but it's unlikely that there'd be nobody for you to climb with. A car would be very helpful - it lets you retreat to paid accommodation on the crappiest nights (if funds permit), or at least to the pub until bed time, and also gets you to Grampians cave crags to keep you busy if you do get a rainy spell.
